PROBLEM TO BE SOLVED: To allow the scrambler to conduct synchronization compression scrambling and line rotation scrambling by using a common circuit. SOLUTION: A line rotation/synchronization compression circuit 15 conducts line rotation by applying changeover processing of a sampling position of video sampling data to a digital video signal d1 from an A/D converter 14 in the operation in the line rotation mode and provides an output of a scrambled digital video signal e1 to a D/A converter 17. On the other hand, the line rotation/synchronization compression circuit 15 applies synchronization compression to the digital video signal d1 from the A/D converter 14 by adding prescribed data to video sampling data within a range denoted by a synchronization compression timing pulse (key signal) b1 and provides an output of a scrambled digital video signal e1 to the D/A converter 17. |
