PROBLEM TO BE SOLVED: To reduce data for a user's password and to make it possible to judge a password without individually managing the password of each user in a data base(DB). SOLUTION: The user management device is provided with a certification information(CI) storing part for storing 1st data related to CI to be supplied to a first user and 2nd data related to CI to be supplied to a final user in each service sort and a certification means 14 for certifying information for identifying the sort of a service object and CI inputted from a user based on the 1st and 2nd data stored in the CI storing part.
