A medium conveying apparatus has: a recording medium enclosing unit which encloses recording media; a paper feeding unit which feeds out the recording media; a first conveying unit which is arranged on the downstream side from the paper feeding unit and conveys the fed-out medium; a second conveying unit which is arranged on the downstream side from the first conveying unit; a medium front edge detecting unit which detects the front edge of the medium which is being conveyed; and paper feeding unit operation stop processing means which stops the operation of the paper feeding unit at predetermined timing. Thus, a load applied to the first conveying unit can be reduced, the medium can be smoothly conveyed, there is no need to enlarge a rubber roller of the first conveying unit, and costs of the medium conveying apparatus can be reduced.
