PROBLEM TO BE SOLVED: To shorten the delay time of image forming by forming beforehand the image to be formed next at the time of satisfying a necessary value to the image to be formed next without satisfying the necessary value to the image to be formed by preceding a parameter value to be detected. SOLUTION: If the current development capability of an image forming means that is represented in the density of a developing member that is detected by a detection means exceeds the development capability required for an image to be formed precedently, the image to be formed next is formed previously when this image can be formed by the current development capability.
