PROBLEM TO BE SOLVED: To fast produce a distribution list of destinations at the time of establishing connection just before data transmission and to allow more users to receive data distribution service all the time. SOLUTION: In a system which performs data distribution from a server 101 to many terminals 1031 to 1034 through a network, after the server 101 sends a connection establishment request 105 to the terminals, terminal information that is notified by connection establishment response 106 from the terminals is sequentially stored as a distribution list, and the terminal destination of the distribution list is decided when establishment processing is finished, and data transmission is managed by using the distribution list.
