PROBLEM TO BE SOLVED: To accurately detect the phase difference and the pedaling force even if the initial phase difference amounts of a pair of rotors for detecting the pedaling force are large. SOLUTION: Phase differences t11, t11' of a first and a second magnetic rings arranged with N-poles and S-poles alterenately at equal spaces are detected (step S31, S32), and these are compared with the initial phase shift amount t0 (S34-S36). According to the relationship between the phase differences t11', t11' and the initial phase shift amounts t0, t0', the phase difference is corrected by applying a designated expression to obtain a phase fluctuation angle B (S37-S40). As an example, when expression 5 is applied, B=[ (t11-t0)/ T}+ (t11'+T-t0')/T}]/2×360 deg./(the number of magnetic ring magnetic poles/2)}. Thus, during running of a bicycle, accurate pedaling force can be determined.
