PROBLEM TO BE SOLVED: To allow a mobile station to reduce an acquisition time of synchronization with a base station even when time slot allocation of up and down lines is changed in accordance with information quantities when information quantities of the up and down lines are asymmetrical and also to effectively perform open loop transmission power control. SOLUTION: A fixed down line time slot is allocated at a prescribed interval to a time slot divided into plural parts in a communication frame through a controlling means 125 of a base station 10 in a time division duplex CDMA mobile communication system; time slots of down and up lines are divided in accordance with the ratio of total information quantities of the down and up lines in the system and allocated to time slots other than the above, a control channel signal including a control channel for synchronization is transmitted in the fixed down line time slot and communication channel signals of the down and up lines are transmitted in time slots of necessary quantity of the down and up lines in accordance with information quantity.
