A water/oil emulsion-based impregnant is produced by using shear forces to introduce an additive into the water or oil phase before or after combining the two phases. An Independent claim is also included for apparatus for carrying out the above process, comprising a shear chamber (2) having one or more additive feed openings and medium inlet and outlet openings which are connected by pipelines to one or more tanks (T1-5).
