A balloon dilation catheter has an anti-thrombotic filter sieve secured within a resection instrument. The catheter has a guide-wire, the tip of which bears a radiology signal marker. The catheter has a filter sieve which moves back and forth just before the catheter extremity. The single balloon dilation catheter is inserted through a pre-inserted first catheter, and is advanced within the artery to the constriction under treatment. The constriction is removed by a combination of micro-surgical tools on the catheter extremity. Liberated blood vessel wall particles are captured by the sieve and pumped from the body through the catheter.
