A dispensing structure is provided for a container (41) that has an opening to the container interior. A membrane (44) initially occludes the container opening. A cover (40) extends over the container opening and over the membrane (44). The cover (40) has a peripheral frame and a panel (87) that is connected to the frame (102). The panel (87) has a dome-like, outwardly convex configuration defining a dispensing aperture and is normally biased outwardly. The panel (87) can be moved to an inverted, inwardly concave configuration. A dispensing valve (45) is disposed in the cover across the dispensing aperture. A penetrator (120) extends from the panel (87) inwardly of the dispensing valve (45) for penetrating the membrane (44) when the panel (87) is in the inwardly concave configuration.
