Heat control device and a manufacturing method thereof are provided to improve heat dissipating and heat equalizing operation by using latent heat of a working fluid and to easily install in a narrow space by forming envelope and groove of micro structure. In a method of manufacturing a heat control device including an envelope for flowing a working fluid absorbing and emitting heat by latent heat transfer method and a groove formed on an inner wall of the envelope so as to generate capillary tube forces for moving the working fluid, the method comprise the steps of preparing first and second templates(200c) having a projecting part(201) of shape corresponding the groove, forming first and second deposition layers by depositing metal to the first and second templates, stacking the first and second metal plates on the first and second deposition layers, burning out the first and second templates against the first and second metal plates, and forming the envelope by bonding the burn out first and second metal plate.
