PROBLEM TO BE SOLVED: To provide a highly durable sewage purifying treatment apparatus utilizing bacteria capable of smoothly executing the effective passage of water and the effective contact of bactria with air under a relatively reduced power condition. SOLUTION: A lytic structure unit element 10 forms coagulation parts at the fiber intersecting points of a synthetic fiber material 1 constituting a lytic and irregular structure by a binder and a plurality of the unit elements are arranged and connected in a circumferential direction and an axial direction to constitute a rotary treatment member. In this member, the rotary radius outside parts of the unit elements 10 are set to a substantially water permeable lytic structure state 2.
