An enhanced data delivery system of a portable terminal and a method thereof are provided to perform more enhanced data delivery by flexibly changing data delivery environment of the portable terminal according to network characteristics and environment conditions. An enhanced data delivery method of a portable terminal comprises the following steps of: receiving a parameter related to data delivery environment based on a transmission control protocol of a mobile communication network(S101); setting data delivery environment of the terminal according to the parameter; and forming a channel for data communication with the mobile communication network according to the set data delivery environment(S105).
