A method for laying flooring panels over a rough base has each panel fitted with three levelling screws (15) set into the grooves (14) which give the panel a tiled appearance. When the floor is levelled a bonding foam is applied between the base and the tiles to set the tiles securely. The floor is finished by removing the levelling screws and applying a finishing grout. An underfloor heating element can be positioned under the tiles before foam bonding.
