It consists of an installation formed by leaktight plastic bags, optionally containing anaerobic bacteria and material which filters out the action of the sun placed in the sea, suitably ballasted and equipped with a duct for communication with the outside, and said bags may be arranged in the bottom of a current-free thalweg (talweg) at a depth of, for example, 40 metres, or be fixed, hydrostatically compensated, in a floating or submerged structure appropriately protected by artificial reefs (dykes).
