PROBLEM TO BE SOLVED: To provide a method and a device for determining successful strategy to conduct excavation process efficiently. SOLUTION: After dividing an excavating site 72 into small grid shape excavation areas and fixing the boundary line and the excavating order of each area, each excavating region is hunted out in the sequence of the given excavating order and an expenditure function is optimized on the basis of such performance criteria as the amount to be excavated and energy and time to be consumed. Thus optimum position and direction of an excavator 70 bucket 78 for starting excavation is determined.
