An insulator electric conductive plate of one plate unit and a manufacturing method thereof are provided to remove a leakage current generated in a through hole according to an insulation degree and process accuracy by setting a conductive plate of one plate unit as a nonconductor. A conductive plate(10) of one plate unit has a through hole by a micro blast process and a half hole of an inverted triangle. The half hole formed in an upper side is filled with the metal and forms an upper half conductive wiring(11). A conductive pin is contacted in the upper half conductive wiring. A lower half hole serves as a lower half via hole(13) and a connecting pin of an interposer is inserted. A half hole of the conductive plate of one plate unit includes mutually stepped holes.
