PROBLEM TO BE SOLVED: To obtain a catalyst composition capable of producing orqanopolysiloxanes excellent in heat stability, transparency and odorless properties in the presence of a neutralization agent without using a chlorohydrocarbon having bad influences to the environment by bringing the catalyst component to contain aγ-butyrolactone carrier and a phosphonitrile catalyst. SOLUTION: This catalyst composition is for preparing organopolysiloxanes and comprises (A)γ-butyrolactone as a carrier and (B) a phosphonitrile catalyst such as a compound of formula I [X is a halogen; (a) is 1-9], a compound of formula II [M is an element having 1.0-2.0 electronegativity in the Pauling's scale; (b) is an oxidized state of the valence of M; 0<=c<=b], a compound of formula III [X is OH, a univalent organic group, or may be an organic silicone group (X') bonded through oxygen or a phosphor-containing group], or the like. E.g. the compound is obtained by dissolving 1-1000 g of the component B in 11 of the component A.
