PROBLEM TO BE SOLVED: To passively damp vibrating distortion for a turbo machine constituting body which deceives high stationary state distortion, using dynamical- electromagnetic energy conversion without an active control system. SOLUTION: In the case of a passive embodiment, a reduction of vibrating distortion can be made by coupling a dynamical-electromagnetic energy converter 110 to an inside and/or an outside of a constituting body, and/or by the embedded energy converter 110 inside the constituting body. In the case of an active embodiment, a reduction of the vibrating distortion can be made by coupling the dynamical-electromagnetic energy converter 110 to an inside and/or an outside of the constituting body.
