An apparatus capable of being easily transported to an outflow oil diffusion sea area and carrying out easily and safely an outflow oil diffusion preventing operation in an open sea or in a sea area during stormy weather, comprising an oil fence storage robot boat (10) and a pair of oil fence spreading robot boats (20 and 30) integrated with one another into an easily portable block, wherein each of the robot boats (10, 20 and 30) is remote-operated wirelessly to encompass an outflow oil diffusion area by the oil fences (40 and 41).
