PROBLEM TO BE SOLVED: To easily and higher precisely detect the motion of a whose screen such as pan, tilt, and scene change. SOLUTION: An activity detecting circuit 2 detects activity indicating the features of an image for each bloc, and compares the frame difference of the activity with a threshold for generating a flag indicating the presence or absence of the motion of block units. Flags fi and fi-1 of the temporarily continuing two frames are matched by a matching circuit 4. The patterns of the flags of a whole screen or the patterns of the flags of a macro-block constituted of plural blocks are compared so that a motion vector can be generated. A judging circuit 5 generates a scene ID indicating the motion of a whole screen (pan, tilt, zoom enlargement, zoom reduction, scene change, and pause), based on the motion vector. |
