PROBLEM TO BE SOLVED: To obtain a novel and improved video processing unit, that generates a low resolution image by improving image quality of an image generated a low-resolution video decoder. SOLUTION: A processing unit is provided with an inverse discrete cosine transform circuit 124, that receives and processes transform coding data video data denoting a video frame, a normal image area detection circuit 1002 that connects to the inverse discrete cosine transform circuit 124, analyzes data denoting the video frame and detects at least one area in a frame having a prescribed strength, and a motion compensation prediction module 1035, that connects to the usual image area detection circuit 1002 and conducts motion compensation prediction arithmetic operation as a function of a decoded reference frame and a data output by the usual image area detection circuit 1002 to process digital video data.
