PROBLEM TO BE SOLVED: To obtain a motion compensation device and a dynamic image coder and its method, where a total coding efficiency is enhanced by taking also a code amount to encode a motion vector into account for deciding an optimum vector. SOLUTION: This device is provided with a motion compensating processing section 200 that outputs a motion vector between an input image and a reference image, and an extracted predicted image according to a motion vector from the reference image, a difference absolute sum arithmetic section 205 as a distortion arithmetic section that receives the input image and a predicted image to obtain a distortion between the input image and the predicted image, a vector value coding section 207 that receives the motion vector, encodes it and outputs a vector code amount, and an optimum vector deciding section 210 that receives the motion vector, the distortion and the vector code amount, obtains an evaluation function calculated from the distortion amount and the vector code amount for plural motion vectors to be evaluated and outputs a motion vector, whose evaluation function is a minimum value as an optimum vector. |
