PROBLEM TO BE SOLVED: To easily close an open cylinder having a long protruding length or an open cylinder which is mounted in a complicated manner using a simple construction. SOLUTION: There are provided a closing plate 4 to close an opening 23 of a pipe 2 mounted to a pressure vessel and a press means Q to press the plate 4 against the opening 23 of the pipe 2 from the outside. The means Q includes double-split annular stoppers 3 each of which is forced into an annular groove 7 provided in the circumferential direction of the pipe 2 by tie bolts and nuts, and bolts 5 and nuts 6 which pull the plate 4 connected to these two stoppers 3 toward the opening of the plate 4. By pressing the plate 4 against the opening 23, the opening 23 is closed so that the interior of a device and the outside thereof are separated or sealed airtightly.
