PROBLEM TO BE SOLVED: To obtain the subject composition without causing the coloring and further the cissing at the time of recoating by including specific fine particles of polytetrafluoroethylene and a specified nonionic surfactant in a specific proportion. SOLUTION: This composition is obtained by including (A) 30-65 wt.% fine particles of polyterafluoroethylene prepared by polymerization according to an emulsion polymerization method, (B) a nonionic surfactant having an average molecular structure represented by the formula Cx H2x+1 -O-A-H [(x) is 8-18, preferably 10-16; A is a polyoxyalkylene chain having a number of oxyethylene groups of 5-20, preferably 7-12 and a number of oxypropylene groups of 1-2] in an amount of 2-12 wt.% based on the component A, (C) water and, as necessary, (D) a nonionic surfactant such as a fluorine-based or a silicone-based surfactant, an anionic surfactant, a thickening agent, various salts, a preservative, a colorant, etc. The average particle diameter of the component A is preferably 0.1-0.5μm and the average molecular weight thereof is preferably 1,000,000-100,000,000.
