PROBLEM TO BE SOLVED: To prevent a printing soil from being generated even during a long term storage, prevent a frame soil from occurring, make a flaw hard to occur by a handling given for the completion of a gum-application and enable a treatment under a white light by a method wherein the end parts of two or four sides which are confronted with each other of a supporting body have a cut sugging height in a specified range. SOLUTION: In this lithographic printing plate, an undercoat layer comprising a water-soluble compound is applied on a metal supporting body having a hydrophilic surface, and continuing to the undercoat layer, a water-soluble photo-insensitive resin layer is provided. A waste plate for lithographic printing which is made in such a manner, a cut hanging height of the end parts of two or four sider which are confronted with each other of the supporting body is 20-100μm for the purpose to prevent a picture frame soil wherein a printing paper face is soiled with an ink adhered to the cut edges from occurring, and a cutting is performed in such a manner that the roughness of cut surface may be 1.2-12μm by the maximum height average value. In this case, the maximum height average value for the roughness of the cut surface is a value wherein respective maximum heights of the roughness for two faces which appear on the cut surface is weighted-averaged by a ratio in the cut surface.
