PROBLEM TO BE SOLVED: To provide a heat insulation structure of a building that avoids a person under an air-conditioned environment in the building feeling physical discomfort concerning thermal conditions.SOLUTION: A heat insulation structure of a building includes a ceiling 2 and an exterior wall 3 constituting a building frame of a building 1 and exposed to solar radiation, and an air conditioner that conditions an air-conditioned space of a room with the ceiling 2 and the exterior wall 3. A first thermal resistance member 4 is provided on the ceiling 2, while a second thermal resistance member 5 is provided on the exterior wall 3. A first surface temperature and a second surface temperature are derived from an outdoor temperature and solar radiation at a place where the building 1 is built, a set temperature of the air-conditioned space, thermal resistance of the ceiling 2 and the first thermal resistance member 4, and thermal resistance of the exterior wall 3 and the second thermal resistance member 5, the first surface temperature being a temperature on a surface on an indoor side of the ceiling 2 with the first thermal resistance member 4, and the second surface temperature being a temperature on a surface on an indoor side of the exterior wall 3 with the second thermal resistance member 5.
