PROBLEM TO BE SOLVED: To obtain the subject composition free from transfer and tacky feeling on lip, etc., capable of forming coating capable of readily dropping makeup and useful for lipstick, etc., by including a polymer system containing dispersed coating-forming polymer particles and an aqueous emulsion of a silicon- containing compound. SOLUTION: This cosmetic or dermatologic composition can be applied to skin or lip and the composition comprises (A) a polymer system in a sufficient amount containing particles (e.g. having 10-500 nm size) of coating-forming polymer (e.g. anionic, cationic, nonionic or amphoteric polyurethane or acrylic polyurethane) and (B) an aqueous emulsion (having <1μm, especially 10-80 nm silicon liquid drop size) of a silicon-containing compound (e.g. trimethylsilyl- ended straight-chain polydimethylsiloxane).
