PROBLEM TO BE SOLVED: To obtain an image signal that is overlap-processed without the need for an orthogonal transform means and a quantization means and without deterioration by special conversion processing. SOLUTION: The number of frames for overlap processing is set to a parameter register 56. A sequencer 57 activates a frame counter based on a total frame number for overlap processing set in the parameter register 56. An orthogonal transform coefficient composite circuit 59 applies composite processing to two referenced image data stored in a data memory 55 based on their discrete cosine transform DCT coefficients by taking a frame decided by a syntax setting circuit 58 into account and the composite result is fed to a multiplexer 62 via a quantization circuit 60 and a variable length coding circuit 61. The composite stream is outputted for only the overlapped periods.
