PROBLEM TO BE SOLVED: To obtain a finely granular polyvinyl alcohol-based resin having excellent dispersion stability in water, providing a film having a high strength even at a relatively low drying temperature from the dispersion. SOLUTION: This finely granular polyvinyl alcohol-based resin has >=600 average polymerization degree, <=2μweight-average particle diameter and the ratio (dw/dn) of weight-average particle diameter (dw) to number-average particle diameter (dn) of <=5. A coarsely granular polyvinyl alcohol-based resin is mechanically ground to produce the objective fine granular polyvinyl alcohol- based resin.
