PROBLEM TO BE SOLVED: To obtain a filler which can give a friction material having heightened frictional coefficient and causes less the formation of scratches on the surface of cast iron by mixing metal oxide particles having a specified hardness and a specified particle diameter with a phenolic resin powder in a specified ratio, adding a specified amount of a solvent to the mixture under agitation, and adjusting the particle diameter of secondary particles to a specified range. SOLUTION: A phenolic resin powder is mixed with metal oxide particles having a hardness higher that of cast iron and a mean particle diameter of 0.05-50μm in a weight ratio of 3:97 to 30:70, 5-10 pts.wt. organic solvent which dissolves the phenolic resin to the entire mixture, the resulting mixture is agitated to bring the phenolic resin into a wet state and to thereby make it adhesive enough to adhere to the surface of the oxide. The mean particle diameter (volume-mean particle diameter) of secondary particles of the metal oxide is adjusted to 50-2,000μm, and the organic solvent is removed by heating. The filler is used as a friction material is a brake lining, a disc pad, or the like.
