PROBLEM TO BE SOLVED: To provide a structure which balances a primary pressure, a secondary pressure, and a vent pressure, in an aerodynamic force type controlling valve including two seat valves which are separately controlled. SOLUTION: Two valve elements 33, 34 of the same shape, intercepting an inflow connecting portion 12 or a vent connecting portion 16, respectively have one-ring shaped seal edges 39, 39', and the seal edges 39, 39' are formed on the same outer peripheral surface as an outer peripheral surface 37 sealed by seal rings 38, 38'. An operating tappet 43, which is supported in the middle of both valve elements and severally operates each the valve element, is used for a pressure balance between a secondary pressure working within a motor connecting portion 14 and a pressure formed within compensation chambers 52, 53 and loading free end portions 51, 51' of the operating tappet 43.
