PROBLEM TO BE SOLVED: To surely cut off the end-face packing material of a packed roll without damaging the end face of main paper. SOLUTION: The device presses a knife 3 against the end-face packing material 2 of a packed roll 1 and rotates the packed roll 1, thereby thrusting the knife 3 through the inside of the end-face packing material 2, and then cuts a peripheral-face packing material 4 with the knife 3 in a circumferential direction. In the device, when the knife 3 is thrust through the end-face packing material 2, the set angle of the knife 3 is the angleθ1 at which it can surely be thrust through the end-face packing material 2. After the knife 3 is thrust through the inside of the end-face packing material 2, the set angle of the knife 3 is altered to the angleθ2 at which it is hard to thrust through the end face of main paper, thereby satisfactorily cutting only the peripheral-face packing material 4 without the knife 3 being thrust through the end face of the main paper.
