PROBLEM TO BE SOLVED: To realize high-reliability communication by determining the priority class of received frame data based on the priority information of data on an ATM network and the priority information of the received frame data and making the received frame data into ATM cell based on the priority class. SOLUTION: A priority class extracting part 201 extracts data corresponding to VPI/VCI on the ATM network and the priority information of the data from a frame transmitted from a frame relay terminal, determines the priority class of each frame in comparison with the priority information on the ATM network from an ATM network information receiving part 204, stores that frame in any relevant one of frame storage memories 202a... by priority classes and transmits the information of the priority class to a cell processing control part 203. The cell processing control part 203 transfers the frame of the highest priority class to a frame standby memory 205. A cell processing part 104 makes the transferred frame into cell and transmits it to an ATM switch.
