PROBLEM TO BE SOLVED: To minimize the amount of a catalyst material required for the reaction of a reaction mixture of a specified flow rate, to provide a device with a structure as simple and small as possible and also to provide a production method of the catalyst capable of minimizing the amount of the catalyst material and capable of obtaining a simple and small constitution. SOLUTION: This catalyst produced by compacting at least one catalyst powder to form a molding and so as to become a layer 10 to be compacted strongly is proposed in order to generate hydrogen from hydrocarbon or alcohol while supplying a reaction mixture containing the hydrocarbon or the alcohol, particularly methanol and water to the catalyst, the reaction mixture is pushed and passed through the catalyst layer 10 while dropping the pressure ΔP. Moreover, the catalyst is suitable to use for a hydrogen shift stage, a carbon monoxide oxidation device and a catalyst combustion device.
