PROBLEM TO BE SOLVED: To easily produce the subject dispersion having colorless nature and capable of temporarily or permanently hydrophilicizing an object by the Michael addition of a specific compound to anα,β-unsaturated carboxylic acid. SOLUTION: A polyurethane dispersion is produced by the following successive processes comprising the reaction of 1-amino-3,3,5-trimethyl-5-amino-methyl- cyclohexane with anα,β-unsaturated carboxylic acid (preferably acrylic acid, or the like, of an amount of about 1-2 mol) to form a hydrophilicizing agent precursor, the addition of the precursor to a solution of an NCO prepolymer, the addition of a neutralizing agent (selected from an alkali/alkaline earth metal hydroxide and an amine) to the prepolymer solution in an amount up to the equivalent to the COOH group to obtain a hydrophilicizing agent [preferably a compound of the formula (M is an alkali metal, or an amine)] and the dispersion of the polyurethane solution in water.
