PROBLEM TO BE SOLVED: To provide a structure of an elastic paving material which is safe and excellent in exercise comfort by providing indexes for the impact characteristics of the elastic paving material. SOLUTION: In the figure 1 indicates an elastic bed layer and 2 a surface layer, and the elastic bed layer 1 comprises a rubber chip layer 5 of a predetermined thickness on a base 3 with a primer 4 therebetween. An embossed layer constituting the surface layer 2 is formed on the rubber chip layer 5 of the elastic bed layer 1 thus formed. In this case, for an elastic pavement to be safe to human bodies and allow comfortable exercise, the physical property values of the elastic paving material are set as follows: the maximum value (G max) of impact acceleration is in the range of 50 to 65, the maximum value (D max) of deformation is in the range of 0.6 to 1.3, and the average value of the tanδof the paving material comprising (n) layers is in the range of 1.1×10<-1> to 2.3×10<-1> .
