PROBLEM TO BE SOLVED: To stabilize a filling rate and to improve drawability and quality by filling a flux specifying a particle size and pulverizing strength in a low carbon steel tube and drawing it to a specified wire diameter. SOLUTION: A flux in which the particle size of 10000-150μm is >=98% and the pulverizing strength C is 25-50, is filled in a low carbon steel tube, its tube is drawn to a wire diameter of 0.8-2.0 mm and a flux cored welding wire is produced. The filling flux is produced so that the blended flux containing, in super fine particles of <=10μm, a metal oxide (titanium oxide, zirconium oxide or the like) or a metal oxide containing crystal water or a carbonate mineral raw material (sericite, talc or the like) of 5-35% and organic paste (alginic acid soda) of <=0.5% are added/mixed with a binding agent (sodium silicate, potassium silicate) and granulated/dried by an extrusion granulation method.
