PROBLEM TO BE SOLVED: To obtain a hair tonic and hair treatment capable of suppressing the apoptosis caused in the regressive period of hair cycle and promoting the hair hardening of vellus by including a cysteine protease inhibitor and/or a caspase family inhibitor therein. SOLUTION: This hair tonic and hair treatment is obtained by including 0.0001-15.0 wt.%, preferably 0.001-10 wt.% of (A) a cysteine protease inhibitor and/or (B) a caspase family inhibitor and, as necessary, (C) a coloring matter, a perfume, a germicide, a preservative, a keratolytic agent, an antiinflammatory agent, an antiandrogen agent, a hair tonic, an antioxidant, a refrigerant, a crude drug extract, vitamins, etc. Iodoacetamide, N-α-tosyl-L- lysylchloromethylketone, N-tosyl-L-phenylalanylchloromethylketone, aspartic acid (salt), etc., are preferably used as the ingredient A. The hair tonic and hair treatment can be converted into a dosage form such as a hair tonic, a hair lotion, a hair cream, a shampoo or a rinse.
