PROBLEM TO BE SOLVED: To provide a base plate for mowing blade having a high level of hardness of 42 to 48HRC and improved in ductility and toughness. SOLUTION: This base plate is made of steel plate which has a composition consisting of, by weight, 0.30-0.70% C, <=0.50% Si, 0.10-1.50% Mn, <=1.50% Cr, <=0.50% Mo, <=0.50% V, <=0.50% Cu, 0.0005-0.02% N, 0.0005-0.41% O, <=0.02% P, <=0.01% S, 0.010-0.10% acid-soluble Al, and the balance essentially Fe and in which the value of X defined by equation X=C%+18×N %+52×0%+10×P%+17×S% is regulated to <=1.0. This steel plate can further contain one or >=2 kinds among 0.10-2.00% Ni, 0.01-0.10% Ti, 0.01-0.20% Nb, and 0.0005-0.01% B.
