Multi-dimensional coding of data of bits of which the number is not suitable for realizing the coding by using a conventional ROM is realized by using a ROM of practical scale. The two-dimensional plane forming a multi-dimensional space is divided into areas. A plurality of sets of area-specifying bits are generated from part of information bits to be multi-dimensionally coded by using a ROM (20). Two-dimensional signal points constituting multi-dimensional codes are generated in order by giving multiple times an address which is a combination of area-specifying bits and in-area signal point-specifying bits to a ROM (24).
