PROBLEM TO BE SOLVED: To reproduce a moving image without suspending it by setting a target transfer rate at each unit time so that the storage capacity and the recoding and coding quantity of plural recording media which divide and record a moving image can coincide. SOLUTION: A dummy encoding means 30 performs a dummy transfer rate of moving image information at each unit time at the time of encoding the moving image information of a VTR 1 at a variable transfer rate and dividing and recording it in plural recording media 9. A target transfer rate setting means 40 detects a part where the total of dummy transfer rates within a prescribed time is smaller than prescribed value and a recording medium exchange point setting means in the means 40 sets the exchange point of the media 9 in such a manner that the difference of code quantity which is divided and stored in each recording medium 9 between recording media becomes minimum by using the results so that a reproducing device can continuously reproduce them. The reproducing device can reproduce an image without breaking it by decoding a code which stores the image of a reproduced part at the end of each recording medium in a buffer.
