摘要 <p>PROBLEM TO BE SOLVED: To enhance encoding efficiency by separating a background image from an object moving image, further dividing the moving image into plural kinds of objects and encoding each object with a desired code length. SOLUTION: A code length controlling part 111 calculates the a coding rate R0 of a moving image sequence from a moving image sequence length Ts, the empty capacity C0 of a CD-ROM 114 and a code length Lb that encodes a still image of a VTR 101. An extracting part 108 extracts an object image from the motion of image data, divides it into plural kinds of objects and inputs the information of a specific object a moving image encoding part 110. The finite difference O0 between code length L0 and target value R0 which encode background/object decision results which are simultaneously inputted is calculated and the initial value of a quantization coefficient Q is determined. The mean value (m) of object pixels is calculated from object image data and the background/object decision results, supplied to an encoding and synthesizing part 112 in every block, synthesized with data produced by a still image encoding part 106 and an object extractor 108 and is outputted.</p>
