<p>PROBLEM TO BE SOLVED: To obtain a device which prevents an image from being deteriorated as much as possible in accordance with the state of a transmitting medium by converting an original image into plural conversion coefficients, encoding the converted conversion coefficients from an upper bit, outputting a code and adding information notifying that encoding is aborted to the code to output it when aborting the encoding of the conversion coefficients at a halfway bit. SOLUTION: A sequential converting means 4 divides the entire image data of a transmission object into plural band components. Also, a conversion coefficient encoding means 5 encodes the absolute value of a conversion coefficient which constitutes a conversion coefficient (dn) of H components and undergoes binary representation and a sign bit and transmits them. In such a case, the means 5 performs binary entropy coding of the absolute value in each bit plane. Also, the means 5 performs binary entropy coding of the sign bit as zero in the case of positive and as one in the case of negative just after a bit 1 first appears in a certain conversion coefficient. And, after the encoding is over, a marker code showing an end is outputted.</p> |
