PROBLEM TO BE SOLVED: To provide a phase synchronizing circuit capable of optimally changing the characteristic of the phase synchronizing circuit according to a data transfer speed and performing a stable operation corresponding to the data transfer speed. SOLUTION: This phase synchronizing circuit is provided with a phase comparing part 2, a change pump part 3, a filter part 4 and a voltage control oscillating part 5. This circuit is further provided with a storing means 11 for storing the instruction of changing a response characteristic, and a means 9 for changing at least one selected from among the gain quantity of the charge pump part 3, the filter constant of the filter part 4 and the center frequency of the voltage control oscillating part 5 based on the indication stored in the storing means 11.
