PROBLEM TO BE SOLVED: To obtain a technology which reduces the amount of information without making the user conscious that an image is deteriorated, by setting up the frame rate of a moving image to be sent, providing a camera with a filter that has been gradually subjected to translucent processing, encoding the moving image according to the set frame rate and sending an encoded signal and frame rate information. SOLUTION: As a translucent filter 1 for a digital coded image, the one which differs in the intensity of shading off processing and the position to be shaded off is used. Also, the filter 1 is freely attachably and detachably installed in front of the lens of a video camera 2 by an operator. A photographed image signal and a voice signal are respectively compressed and digitally encoded by an image encoding means 4 and a voice encoding means 6. The operator selects an appropriate translucent filter 1 for a digital encoding image according to a part to be shaded off and the intensity of shading off and thus, it is possible to adjust a part to be shaded off. Also, a compression parameter, etc., are designated and the optimum compression effect is obtained. |
