PROBLEM TO BE SOLVED: To reduce a data transmission time from an individual supervisory equipment to a central supervisory equipment. SOLUTION: A central supervisory equipment 12 sends a polling cell to individual, supervisory equipments 111 -11n to collect supervisory information from the individual supervisory equipments 111 -11n . The individual supervisory equipments 111 -11n reply the length of data desired to be sent with respect to polling from the central supervisory equipment 12 and the central supervisory equipment 12 decides a maximum band of a control signal cell from the data length and informs the individual supervisory equipments 111 -11n of the maximum band, and the individual supervisory equipments 111 -11n store the maximum band of the control signal cell to a flow control table and send data based on the control signal cell so as not to exceed the maximum band. |
