PROBLEM TO BE SOLVED: To prevent the packet transfer of unwanted multicast group by transmitting a group report message composed of only the multicast group to be managed by a direct participation multicast group managing means when a group inquiry message is received. SOLUTION: When the group inquiry message is received from a router, the group report message composed of only the multicast group to be managed by the direct participation multicast group managing means is broadcasted and a group report message related to an indirect participation multicast group is not broadcasted. A direct participation group managing mans 520 supplies the multicast address of a multicast group, in which a present mobile host is participated by direct participation, to an IGMP message processing means 510. The IGMP message processing means 510 transmits an IGMP membership report message concerning the multicast group to be participated by direct participation.
