SOLUTION: When a data reading command is outputted to a master game device control chip, a controller outputs internal address data DAINT and internal data DINT to OTPROH 14A through a system bus. An enciphering circuit 21 fetches both data, enciphers them, outputs enciphered internal data DSUI and enciphered internal address data DSAINT onto the system bus and fetches outputted enciphered internal data DSINT and enciphered internal address data DSAINT to a multiplex gate circuit 20. The multiplex gate circuit 20 outputs them to the controller with a master ROM reading device as master multiplex data DMUL.
