PROBLEM TO BE SOLVED: To provide an EL(electroluminescence) element with excellent flexibility and an illuminating unit with excellent operating feeling, when used as a back light for a display part of various electronics. SOLUTION: An EL element 23 is structured by forming a light transmitting electrode layer 22 by printing on an entire surface or a designated area of one side of light transmitting insulating film 21 with a thickness of 5-50μm by using flexible light transmitting resin with conductive powder dispersed, and also an illuminating unit is structured by using it. Thereby, since a thickness of the insulating film 21 becomes thin and the light transmitting electrode layer 22 has flexibility, an EL element with low rigidity and excellent flexibility can be obtained.
